こんにちは。バルコバです。私は教育行政・リーダーシップの教育学博士号、言語教育学修士号、および理学療法学士号を有する教育者・研究者です。現在はUniversity of the Eastの言語・コミュニケーション芸術学科の教員として、学生の英語運用能力の向上と学術的成長を支援するとともに、大学の教育品質向上にも貢献しています。
長年にわたり英語教育および教育学分野の研究に携わり、多数の学術書や研究論文を執筆・共著してきました。その研究成果は国内外で発表・出版されており、理論と実践の両面に精通した教育者として高い評価を得ています。また、研究員兼ライター、教員能力開発プログラム・コーディネーター、国際認証コーディネーターなど、多岐にわたる役職を歴任し、教育の質保証と国際化の推進にも尽力しています。
さらに、フィリピン国内の主要な学術団体に所属し、教育政策や国際教育に関する活動にも積極的に参画しています。豊富な教育経験と研究実績に加え、学生一人ひとりの可能性を引き出す熱意を持つ教育者として、多くの学習者や教育関係者から信頼を集めています。

holds a Doctor of Education degree in
Educational Administration and Leadership from the University of the East. He also earned
a Master’s degree in Language Teaching, with undergraduate specialization in English, from
the Polytechnic University of the Philippines, and a Bachelor of Science in Physical Therapy
from Fatima College.
He is currently a faculty member at the Department of Languages and Communication Arts
under the College of Arts and Sciences, where he contributes to both instruction and
academic service. Dr. Balcoba previously served as Researcher-Writer under a Special Non-
Teaching Assignment (SNTA) at the OOice of Research Coordination, University of the East–
Manila, from May 2014 to May 2021. He also worked as Program Coordinator for Faculty
Development at the OOice of Curriculum Development and Instruction (OCDI) from 2023 to
2024, and is presently serving as Coordinator for International Accreditation at the OOice for
Quality Assurance (OQA), also under an SNTA.
Dr. Balcoba has authored and co-authored several academic books and research papers in
English and education, which have been presented and published both locally and
internationally.
He is an associate member of the National Research Council of the Philippines (NRCP),
Division 1, which focuses on Governmental, Educational, and International Policies. He is
also a lifetime member of the American Studies Association of the Philippines (ASAP) and
the Foundation for Upgrading the Standard of Education, Inc. (FUSE), reflecting his ongoing
engagement in professional and scholarly communities
